An article on the ILM website explains how training and education should be focused on the needs of business, according to the British Chambers of Commerce (BCC).
Dr Adam Marshall, director of policy at the BCC, claimed that too much attention is paid to pass rates and the real focus should be on whether or not young people are getting the skills they need.
Government figures show that the number of young people aged between 18 and 24 who are not in employment, education or training hit 835,000 in the second quarter of 2009.
